      盐湖资源是青海的第一大资源,也是国家战略性资源。盐湖产业在保障粮食安全、能源安全以及双碳目标等国家重大战略方面至关重要。然而,国内外盐湖产业界目前尚无统一的标准体系,不利于推进“加快建设世界级盐湖产业基地”的顶层设计。论文归纳梳理了全球盐湖产业相关的现行标准,系统分析了青海盐湖产业相关标准的现状和地位,构建了世界级盐湖产业基地标准体系的基本框架,提出加快推进世界级盐湖产业基地标准体系建设的若干措施建议。论文的研究结论,对于切实发挥好标准化对建设世界级盐湖产业基地的支撑和引领作用,规范和引导盐湖产业创新发展,深入落实国家标准化有关政策要求,具有指导意义。

英文摘要:

      Salt lake resources constitute the largest resource in Qinghai and are recognized as a national strategic asset. The salt lake industry plays a pivotal role in major national strategies, including food security, energy security, and dual-carbon goals. However, there is currently no unified standard system for the salt lake industry at both domestic and international levels, which is not conducive to promoting the top-level design of “accelerating the construction of a world-class salt lake industrial base”. This paper provides a comprehensive review of existing global standards related to the salt lake industry, assesses the current status and position of these standards in Qinghai, and establishes a foundational framework for a world-class salt lake industrial base standard system. Furthermore, it proposes several measures to expedite the development of this standard system. The findings of this study offer valuable insights for effectively leveraging the supportive and guiding role of standardization in constructing a world-class salt lake industrial base, directing and fostering the innovative growth of the salt lake industry, and thoroughly implementing the requisite policy requirements of national standardization.
